Policy pro: Reducing Sept. tariffs sends positive message to US businesses

More high-level contact on trade over the weekend between the U.S. and China. Chinese Vice Premier Liu He spoke by phone with Treasury Secretary Steven Mnuchin and U.S. Trade Representative Robert Lighthizer. Chinese state media says the men discussed a phase one trade deal and the discussions were "constructive."
