Point of clarification: my statement that the attacker's rifle was an illegal build is not necessarily accurate. The Gun Control Act of 1968 requires serials on all manufactured guns, but the ATF has not extended this to home builds, assuming he did this build with an 80% lower he manufactured himself. In that scenario, the ATF suggests a serial, but it's not required, provided there is no transfer of the firearm and the firearm is for personal use. Thanks to listener Ryan for the tip.
